Providing Access to Essential Legal Services IS Public Health 

Celebrating National Public Health Week with SALSA 

At San Antonio Legal Services Association (SALSA), we believe that legal access is a key part of public health—because health isn’t just about whether someone is sick or well. It’s also about whether they have safe housing, financial stability, protection from harm, and access to support systems. 

That’s why we were proud to serve as a Community Partner for National Public Health Week (April 7–13), joining Bexar County and fellow organizations in recognizing the many intersections between health and justice. As Fiesta approaches, a time to celebrate culture and community—it’s the perfect moment to reflect on what truly helps our city thrive: access, equity, and care.

Legal Services as a Public Health Intervention 

On April 10th, SALSA’s Senior Staff Attorney Samantha Serna Uribe and Veterans Program Staff Attorney Todd Tagami led a public workshop focused on Supporting Veterans and Older Adults Through Essential Legal Services

Attendees represented a wide variety of Bexar County sectors—including the courts, domestic violence programs, human resources, and more—demonstrating just how interconnected legal support is with all areas of public service. 

The workshop covered: 

  • SALSA’s free legal clinics and how to refer low-income constituents 
  • Housing stability and rental leverage
  • Support services for veterans
  • Simple estate planning for low-income individual
  • The role of pro bono attorneys in bridging the gap between need and access 

Through these programs, we address key social determinants of health and supports long-term well-being for vulnerable populations. When a family avoids eviction, when a veteran accesses benefits, when an elder has a will in place—that’s public health in action. 

This annual event highlights the vital role of public health in building healthier communities through collaboration, education, and advocacy—and we are proud to stand at the intersection of law and health.

SALSA is a volunteer-powered organization. We rely on the dedication of local attorneys to meet urgent legal needs that directly impact a person’s health, stability, and future.

Transfer on Death Deed (ToDD) Clinic

At this clinic, volunteer attorneys will help homeowners prepare and execute ToDDs—simple documents that protect homes from the costly, lengthy probate process and ensure property is passed on to loved ones. 

No experience required. Training and support provided. Just bring your laptop and your willingness to help.

As we reflect on National Public Health Week, we reaffirm that access to legal services is essential to individual and community health. Through collaboration with public health leaders and a strong network of volunteer attorneys, SALSA is proud to help build a healthier, more equitable San Antonio.
